I was waiting for an answer to question I raised about Hashish (see my despatch No. 1 of 3rd January), before answering your despatch about opium, as both matters are closely allied.

Opinion of legal advisers regarding opium is that prohibition of cultivation would be necessary in order to comply. This would apply to, roughly, 600 acres, and if we are allowed to deal with Hashish, as has been proposed, prohibition of cultivation of opium might be arranged as part of scheme.
